You can definitely run and offer shared hosting using hetzner but if your users host any questionable content, even a few adult images could be a problem if they get reported so you’ll have to be very careful. A few dmca reports will likely to get your whole server suspended if you don’t respond to them on time

I would use SoYouStart, they have nice E3 machines with SSD RAID - some of which are discounted right now.

The link to this server is 10EUR a month more than your budget. Do you actually know what you want? I’d firm up what you want and how much you want to pay before you buy anything
