Probably a new update to discourse that made that the default setting for announcements.
Nope, that was just me 
I’ve changed it so that people only get notified for the original post.

I tried to fix the email issue, but it looks like Discourse doesn’t provide an easy way to reset all users’ watch settings for a single thread. Re-locked.
